Open Adobe Acrobat.
Go to File > Combine Files.
Click Add Files and select the PDF files you want to merge.
Arrange the files in your desired order by dragging and dropping them within the list.
Click Combine to merge the selected files into a single PDF document.
Save the new combined PDF to your preferred location.
You can preview and reorder files before combining to ensure the final PDF is in the correct sequence.
This runs in the Acrobat app - there is no separate API for this task.
Preserve Bookmarks makes sure each file you add becomes a bookmark in the new PDF. This helps you and others quickly find each part of the packet. It is important because a packet can have many pages, and bookmarks make it easy to jump to the section you want.
The order matters because Combine files puts the documents together from top to bottom, just like a stack of paper. If the order is wrong, the packet will not read correctly, and important forms may be out of place. Always check and set the order before combining.
