Open your PDF drawing in Adobe Acrobat.
Select the Measure tool from the right pane or from the Tools menu.
In the secondary toolbar, click the Measurement Tool options (gear icon or right-click in the drawing area).
Choose Change Scale Ratio from the context menu.
In the Change Scale Ratio dialog, enter your custom scale (for example, set '1 inch = 10 feet').
Click OK to apply the new measurement scale.
After setting your custom scale, all subsequent measurements will use the real-world units you specified.
