Open Adobe Acrobat.
Go to File > Combine Files.
Click Add Files and select the PDF files you want to merge.
Arrange the files in your desired order by dragging and dropping them within the list.
Click Combine to merge the selected files into a single PDF document.
Save the new combined PDF to your preferred location.
You can preview and reorder files before combining to ensure the final PDF is in the correct sequence.
This runs in the Acrobat app - there is no separate API for this task.

If your original files had their own page numbers, the combined PDF will show restarts. To fix this, you need to add new, continuous page numbers to the combined PDF. Acrobat has tools to add page numbers to a document after it's created.
Keeping 'Preserve Bookmarks' on is important because it makes your combined PDF easy to use. Each original file will become a top-level bookmark. This means you can quickly jump to different sections of your new, larger document, like finding specific lesson plans in a big packet.
If you do not order your files correctly before combining them, the final PDF will put the files together in the wrong sequence. You will then need to go back and rearrange the pages within the combined PDF, which takes extra time. Always drag the thumbnails to the correct order first.
