Open Adobe Acrobat.
Go to File > Combine Files.
Click Add Files and select the PDF files you want to merge.

Save the new combined PDF to your preferred location.

This happens because some source files may have a bad structure or a problem inside. When you try to combine them, Acrobat can get stuck and just repeat the first file.
