Open Adobe Acrobat.
Go to File > Combine Files.

You can preview and reorder files before combining to ensure the final PDF is in the correct sequence.
This runs in the Acrobat app - there is no separate API for this task.
Preserve Bookmarks keeps each file you add as a top-level bookmark in the new PDF. This is important because it lets you quickly jump to each document inside the big packet. It makes your combined PDF easy to use, especially if you have many files or long documents.
Combining files usually just puts all the pages together and does not shrink the file size. If you want a smaller PDF, you need to use a compress tool after you combine the files.
