Manage budgets and control costs for events

I need a budget workbook for the autumn conference that the event director can use to control spend. Build monthly budget lines for venue, catering, A/V, marketing, and personnel; show committed versus forecasted spend and remaining budget; create an expenses input form sheet where team members enter purchase requests with date, vendor, amount and approval status; add a pivot to show spend by owner and a summary page for the conference director due next Monday — validate formulas so committed spend never exceeds approved budget without a flag.

Before I send the event budget to the conference manager, make approval easy: bring committed spend, approver name and remaining budget for each line to the front; show the net savings compared with last year's actuals; flag any line where committed spend exceeds 80 percent of budget; and add a one-line rationale column for large variances so a reviewer can approve quickly.

I imported vendor commitments and the committed total now exceeds the venue budget line. The conference manager expects explanations and the procurement lead will want backups. I don't know whether a second vendor was double-entered, a deposit was misclassified, or a new catering add-on caused this. What checks should I run first to find the root cause and the fastest correction to present at the two-hour budget meeting?
