How to reinforce: When they notice a proposed solution, ask: Is this changing numbers, rules, goals, or paradigms? Help them locate it on the leverage hierarchy.

Some learners may think all changes are equally important. Others may not see why changing goals matters more than changing budgets.
Helpful response: "If we double the school budget but keep measuring only test scores, what changes?" Help them see how goals constrain outcomes.
