Schedule email notifications

I need the team alerted when a budget row changes. Send an email to finance@acme.com and to Laura Moreno on any edit to the 'Monthly Expenses' sheet, but only if the Amount column changes. Require the message to include the row number, old value, new value, who edited it, and a link to the sheet. Trigger immediately on edit; stop duplicates within 10 minutes.

Before I wire this into operations, make the alert easy to act on: show the changed column header and previous value up top, bold the vendor name, include a one‑click link that opens the sheet at that row, and surface whether the edit came from the web or mobile. Flag any edits that increase Amount by more than 15 percent.

I turned on edit alerts for the Monthly Expenses sheet and told it to email finance@acme.com and Laura Moreno, but I'm worried we'll get floods of useless messages.
