An overlay pane must not change the layout of other elements on a web page.
The main content area must keep its size and position when an overlay pane opens or closes.
A developer must use `position: fixed` or `position: absolute` for an overlay pane. This makes the pane float above other content. The pane must not be part of the normal document flow. When the pane opens, it slides over content. It does not push other content to the side. The main layout must never change its width or margin when the pane opens.
A developer creates a settings pane that slides in from the right. When the pane opens, the main text area on the left becomes narrower. The user sees the page layout change unexpectedly. This causes a bad user experience.
